Here's the landing page for the PennDot data feeds. Looks like the data is in the PennDOT Road Condition Reporting System.
Vendors must request an account, obtain a secure key, username and password, and have software capable of initiating an Internet web service request in order to access the RCRSDataService. Requests with invalid account identification information are rejected by the service. Each request to the service is logged to the Vendor's account.
With some limitations.
I went ahead and generated a simple empty JSON file for now, see dot-feed.json
Not sure if this is the best way to do it but it would be easy to mogrify into whatever we want.

Baltimore County, Maryland has a web map and a list of closures.
Not sure if unstructured feeds are within scope for this project, but the Ohio Department of Transportation’s 12 districts each published an RSS feed of announcements that often pertain to road closures and construction:
Additionally, many cities and transportation improvement districts across the state maintain road construction/closure announcement pages, some of which are less structured:
Many of ODOT’s programmatic feeds have been subsumed by the TIMS portal, but I don’t know what the terms are on that data, which comes with geometries.
The City of Chicago has a street closures feed. Michael Hassin made a scraper that converts it to a geocoded JSON feed.

The Projects data might be of most use.
