`!availability` should read directly from message when called instead of relying on an internal object.

This would make it more reliable when losing network connection. Currently, the bot has to be online for the availabilities to be recorded. This would not be necessary anymore as it would store the message and look it up when asked.

Events for on_reaction_add and on_reaction_remove would not be needed anymore.

Also, this would be able to survive bot restarts if the message-id is stored in a shelve

add new command `about`

new command about for the bot to display basic information about the bot like version, author, maybe github link...
