Pegasus server support query or update some configurations through http interface. Admin users sometimes would like to update configurations for all replica servers in cluster, it is very complex for update it one by one. admin-cli should support send http request to seveval servers, just like remote command in shell command tool.

Pegasus server has already supported bulk load, bulk load releated commands have not been implmented in admin-cli.

We would like to replace shell command tool, admin-cli should provide all functions that shell command tool provided. Now ddd_diagnose is not supported.
