Handle folders with ! in name

eg. !ClassColors, currently gets single quotes in the ZIP file name and top-level folder. Incomplete fix:

Update changelog on WoWInterface

Needs basic Markdown --> BBCode conversion.

Pull slug and WoWI ID from TOC

Trim manual changelog for GitHub releases

Not sure what a good general solution would be, but for myself, split on headings and only show the first one's content. Maybe assume the first line is the heading pattern?

Otherwise we end up with unnecessary huge walls of text in the GitHub releases list.
