Create a format for initial states (and possibly additional information) to be stored about a board.

board files should be assets(?)

Format should contain things like

• open/closed cell locations
• where pellets should and should not be (default to a cell having?)
• player spawns
• ghost spawns
• ability to add more stuff in the future (fruit spawns, power pellets, etc)

The user should be able to go back in the menu if they misclicked or changed their mind

Currently the game will hang for the client if the server disconnects
