Missing database setup steps making script unusable by anyone except glassman.

need to contact current mappers for permission to delete data or do second conflation between import data and current osm data for ways. building tag data will be conflated either way

use postgis built-in functions to find where addresses are within buildings

need to handle multiple cases:

1. one address per building; merge address with building
2. multiple addresses per building; don't merge
3. addresses outside buildings; don't merge

Houses that have addresses in side their area do not conflate

• houses named
• double check that deletions done during early import were justified (conflation may be more appropriate)
• double check areas done with JOSM conflation were done correctly
• check osmcha warnings

cities shouldn't be all caps, add processing to translation file

latest data added height attribute. This appears as height = 0 on many buildings instead of the attribute being removed
