Don't you think it would split an already very small pvp playerbase?

Most of the current playerbase is meowmere noobs who hop on miss the spam in the chat saying their weapon doesn't work, or that shiny stone is banned,or that vortex legs aren't allowed. And they say that the game is broken and the server is stupid. then they pick up their free items and leave. They leave because they are confused. if you were to have a vanilla server the new player retention rate would be much higher and so while yes it may split some of the playerbase the increase of in new players would offset that. Also most of the modded players would stay in the modded demention because lets face it vanilla pvp is cancer. so you increase the playerbase on both sides the people get what they want. Everyone is happy and it is a good day for DG.

This is similar to Build. Where people need Crew to build things that are protected but there is a place for people to build without that requirement but with no protection. Right now it is not listed on the Rift because the spawn design there is horrible (functionally). Even so, it is still not clear how it would be designed to ensure people know that both the vanilla pvp and modified pvp exist. I'm think that a sub-rift could display ones for Vanilla and Modified.
The only lingering problem there is that splitting players between them, regardless of personal preferences in pvp will lead to situations where one person might be in modified, and one person in vanilla. In the current case they would both be in pvp and fighting, but in the new case they would be unable to pvp each other without giving up their preference. Either player might not even know about the other so would think pvp is empty.

If we could apply weapon changes to arenas, we could have the player spawn in a box with one arena to the left and one to the right with a one way door, and just have one arena be for modified one for vanilla, but I'm not sure how likely it is that you can make it so custom weapons only affect a region

Well right now it would just be easier to have vanilla on its own server without the pvp controller. I'm thinking TSL-style. Though I'm not 100% sure on how big the world has to be before the problem over at Special Item occurs (sometimes when you join it forces you to reconnect because of a bug). Since compared to modifying the controller, there's a lot less work. Simply add support for pvp packets, an arena and let it go. But this will be without any anti-cheat; I'm not sure if it is worth it to put these things in or not, maybe if the vanilla pvp is popular enough then it would be considered, otherwise running it with TSL will ensure it doesn't exist resource-wise (0.01% CPU usage and about 50MB RAM) when no one is online.

the spawn problem could be fixed by having a pvp hub. like a sub spawn. So you would go int to spawn and then have two gates. 1 normal pvp one modded. And the people could see if another person is in a modded or vanilla lobby by the chat. In the case of 1 player in moded and 1 player in vanilla isn't it better to switch to the less favorable lobby than to not have a choice?

I'm not entirely sure if this will really be a problem with the next PvP Controller update. People will spawn with the default pvp loadout, which means they won't have any banned weapons to use and their kit will be fairly balanced and good enough for people starting out.

It's not really that there is a problem to fix. It is more that this is an opportunity you are missing out on. Loads of people still enjoy vanilla pvp and all those people will come to your server if you have a vanilla arena

umm... I know that there are people who play vanilla even though they know your server is a thing. the first to mind is jinn or adiemus. the thing is it caters to a playerbase you don't have so you can't really do a pole. I am not sure where you would find actual research

But Adiemus plays modified pvp as well. Your basis is that you guess there are people that would use vanilla but not modified pvp. Well there's no evidence for that. Unless you can get backing for this, then it is unlikely to go anywhere.

It would be faster with some help. like if dg conducted a poll. It isn't the best way as most people are there because of the modded (again the vanilla arena would be aimed at new players. but I can't really contact them)
