Also process.env.DIMENSIONS_CONFIG would be a string, whereas it is expecting an object. So at the very least you would want to use JSON.parse(process.env.DIMENSIONS_CONFIG) to turn the string into an object, assuming your string is valid json.

I also recommend you modify the Typescript code, it'll be better long term.
e.g. something like this:

let config: Config;
if (typeof process.env.DIMENSIONS_CONFIG !== "undefined") {
    try {
        config = JSON.parse(process.env.DIMENSIONS_CONFIG)
    } catch(e) {
        console.log("Environment variable DIMENSIONS_CONFIG contains invalid JSON")
        process.exit(1)
    }
}  else {
    config = require(`../../../config.js`).ConfigSettings
}
export const ConfigSettings: Config = config;

If instead, your environment variable is actually a path to a file, then you would need:
