Had to modify the makefile to be:

EE_CXXFLAGS = -D__PS2__

Then add more packages:
apk add mpc1-dev mpfr freetype libpng
Now it builds!

This doesn't seem to be an issue anymore. Reopen if this is not the case
from ps2sdk.
