[backend] The selectable GitHub repos should include your organization's

If a user has admin rights over an organization repo, it should also be in the list of selectable repos.
Currently, only the personal ones can be!

[correct a typo]: PostgreSQL DB should be PostHog key

Current Behavior:

In the README file, there is a typo where "PostgreSQL DB" is mentioned. I believe it should be "PostHog key."

Expected Behavior:

The README should correctly mention "PostHog key" instead of "PostgreSQL DB."

Proposed Changes:

I propose fixing the typo in the README by replacing "PostgreSQL DB" with "PostHog key."

[docs] Add a quick tutorial to onboard people

When you get to the platform, users can be confused about what needs to be done.
A quick video/gif/instruction would be helpful

[bug] The guideline table & CTA don't appear when a repo is installed

When a user first installs a user, the guideline table doesn't refresh.

[display] The display overflows when the list of guideline is too long

When there are many guidelines, the list overflows:

[docker] The built image doesn't take environment variables

Because Next Js builds everything into the image, no further change of env variable can be done. This needs to be fixed for the docker installation to work for anyone.

[bug] After parsing guideline, we can't edit/delete the guidelines without refreshing them

With the new guideline extraction features, the cached list of guidelines is not directly updated by the API. So the guideline ID is not available.

Split second flicker of <commnadEmpty> component

Bug description

When clicking on "No repos available" below "Available Repos" and then clicking somewhere else to close the popup without inputting anything, there is a split-second flicker of the <CommandEmpty> component.

Steps to Reproduce

Open the application.
Navigate to the left panel.
Click on "No repos available" below "Available Repos."
Click somewhere else to close the popup without entering any input.

Expected Behavior

The <CommandEmpty> component should not flicker and should remain hidden if no input is given when closing the popup.

Actual Behavior

There is a split-second flicker of the <CommandEmpty> component when closing the popup after clicking on "No repos available."

Additional Information

This issue is observed specifically when clicking on "No repos available."
