Copying national scenario to local dataset should work

Upon running:

./bin/cp-scenario beta 870771 -d om_arnhem

I get the following error:

Order of scenario's shouldn't differ from order of input

I made scenarios for various datasets using cp-scenario. The order of scenario's differs from the order of datasets in the command line where the datasets are arranged alphabetically.

If the scenarionumbers are subsequent in the same order as the command line it would make the next step of the process (changing some slider settings) easier. If this is a small effort it would be nice if it can be implemented. However, if it is not possible/not trivial I will find a way to deal with this.

Enable copying a scenario to multiply datasets

For Groningen we will work on ~130 neighbourhoods.

The CP-scenario feature is really nice and helpfull. It would save a lot of time (and dull work) if we can copy a scenario to multiple areas at once.

For example by being able to provide the following input (or similar):
bin/cp-scenario beta 884731 --dataset nl, be, fr, ...

@antw is it possible to enable this?

why does cp-scenario for scenario routekaart Groningen result in errors for some datasets?

My aim is to create scenarios for ~100 neighbourhoods in Groningen based on an existing scenario (beta 922316).

I tried this for the first ~20 neighbourhoods (alphabetically).

I understand where the bounded errors come from, number of old houses cannot be greater than present value.

Some scenarios give an error which I do not understand.

Example BU00090005_achter-thesinge_en_bovenrijge

cp-scenario for an empty scenario works fine:
bin/cp-scenario beta 912925 --dataset BU00090005_achter-thesinge_en_bovenrijge

cp-scenario for beta: 922316 results in errors that I do not understand
bin/cp-scenario beta 922316 --dataset BU00090005_achter-thesinge_en_bovenrijge

Other examples of datasets that give an error are: BU00090101_winneweer_gedeeltelijk, BU00140108_stadspark and BU00140200_oranjebuurt.

@antw can you explain what is going wrong here?
