Should allow, with staff members present, players to keep having fun. The goal is to have that command toggle a state where Spyglass kicks anyone trying to join.

The usage would be to enable it and kick the spoofed account so that they cannot do anything anymore.
Bit of a bandaid but should be helpful.

This PR depends on R2Northstar/NorthstarMods#506. The logic is already all there, and once it's merged we'll be able to enable removing [SERVER] from the messages,

It does give a way cleaner result:

Using the Chat_PrivateMessage function, if a player is muted, allow through server configuration to block the message and sent it back to the sender, making them think the message was sent. However, only they would see it.

This would allow Spyglass to make mutes invisible to players, perfect for a vanilla experience. It should also probably be the default behaviour for chat mutes.

Basically have an array of callbacks to call prior to giving a player the default sanction.
Mods should be able to prevent Spyglass from giving the default sanction (probably return true to override it).
Local array of callbacks, global functions to register callbacks to it.

As the title says, a simple !help command would be useful to display available Spyglass commands.
As well as a !spyglass command to display info about the mod, maybe it's version and where to find it.
