This extension is autodiscovered once installed. To use:

pip install os_networksv2_python_novaclient_ext
nova network                     Show a network
nova network-create              Create a network
nova network-delete              Delete a network
nova network-list                List networks
nova network-show                Show a network

Also, update README doc accordingly to show list of supported commands.

Add backwards compatibility for pyrax 1.9.8 clients

The change to compatibility with the new novaclient breaks pyrax 1.9.8 clients that will get the latest extensions by default. We should add backwards compatibility imports for pyrax 1.9.8 clients.
