Working setup:

add devDependencies

babel-loader
typescript

generate tsconfig.json

tsc --init --declaration --allowSyntheticDefaultImports --target esnext --outDir lib

add .babelrc

presets: ["@babel/preset-env", "@babel/preset-typescript"]
plugins: [“@babel/plugin-proposal-class-properties", "@babel/proposal-object-rest-spread"]

Update webpack.config.js

module: {rules: [{test: /\.(ts|js)x?$/, use: ['babel-loader'], exclude: /node_modules/,},]},
resolve: {extensions: ['.ts', '.tsx', '.js', '.json']}

Update package.json scripts

"type-check": "tsc --noEmit",
"type-check:watch": "npm run type-check -- --watch",
"build:types": "tsc --emitDeclarationOnly",
"build:js": "webpack --mode=production",
