In theory it is unfortunate that we currently have empty driver required arguments, and then separate arguments to driver_init.
the general reason for this is once you throw those two parameters into a single type, their lifetimes collide, and in the two_drivers... test, it thinks that the diagnostics value can capture the source cache.

I would like to fix that, it probably requires hrtbs though, in theory it would be nice to just stuff them in the DriverArgs.
anyhow those 2 parameters to driver_init are the main future compatibility worries, so it would be nice if they could just live in the Driver::RequiredArgs, really.
