Copyright problem in test_v1.pm

Not sure if you prefer github issues or cpan bugs, but it's easier for me this way :)

t/test_v1.pm has a very restrictive license, not at all in line with the license stated in README. Either this file needs to be relicensed or taken out of the distribution IMO.
