Make log files path configurable and add support for rotation

DiscordRegisterPlugin.js is not using IW4MAdmin built-in command support.

If settings.json does not exist, return a more appropriate error.

If access.json does not exist, load default object

create custom keyword which maps a "setting name" to "json object" and parses it for each individual part of the application that needs it.
