There are a few scenarios where this could be done:

1. on runtime boot (vagrant up)
2. when invoked inside the runtime (prepd.rb)
3. global-infra-config.yml

Maybe this could be processed by all three. The main idea is that if the file exists it should be able to be processed as transparently as possible

Updating .ssh/config and ansible hosts (the ansible_ssh_private_key value)
This should be done automatically by the provisioner role when it creates a new key for a host
