Integrate utils/callgraph into CMake

utils/callgraph is currently a separate project, with a separate CMakeLists.txt, which needs to be installed in order to be used by the other passes. This is very sloppy and unpleasant, especially since it makes it difficult to find when needed. We should instead integrate it into the core CMakeLists.txt.

Set up anti-bitrot defenses

The code currently works with LLVM 5.0.0 and the APIs referenced in the cheatsheet are also for LLVM 5.0.0. It would be nice to have some automated tests to make sure the skeleton and cheatsheets are up to date as LLVM evolves (and track at least new releases if not trunk).

Add setup instructions

The instructions for setting up a machine that would work with this are currently still in google docs. Move them into this repo.
