Uncaught TypeError: t is not a constructor

In some cases, above mentioned error appears in my console and tooltip doesn't appear.

From that you can see it's happening when using webform module. The probably cause it's that popper is not loaded soon enough. Maybe related to atomiks/tippyjs#496 (comment) ? As you can see, JS aggregation isn't enabled.
