Incorrect call of `fail` on a Monad in tests

Seen when building on nixos:

tests/TestUtils.hs:37:3: error:
    ‘fail’ is not a (visible) method of class ‘Monad’
   |
37 |   fail msg     = do
   |

Should be easy to change to a MonadFail constraint, but I am not able to test it right now.

Add to stackage?

Would you be interested in adding this package to stackage? Since it is stable I doubt you'd have to do any maintenance after getting it added. Instructions for adding packages are here.

c2hs fails for OpenBLAS

Seems c2hs has some trouble parsing OpenBLAS's header files:

Missing chs files

The Haskell files state that they are generated from Chs files like src/Blas/Primitive/Unsafe_.chs. I cannot find such a file in the Hackage package or in the github repository.
