Too long resource names

Description

EC2 instance names in AWS Region follow the following format private-ipv4-address.region.compute.internal. That means that if combined with runai-preinstall-diagnostics prefix it will result in too long on AWS for k8s client (max 63 chars):

$ ./preinstall-diagnostics-linux-amd64 --domain XXX.run.ai --cluster-domain XXX.run.ai
cleaning up previous deployment if it exists...
all resources were successfully deleted
deploying runai diagnostics tool...
panic: create error: resource kind: Job: Job.batch "runai-preinstall-diagnostics-ip-10-0-1-39.us-east-2.compute.internal" is invalid: spec.template.labels: Invalid value: "runai-preinstall-diagnostics-ip-10-0-1-39.us-east-2.compute.internal": must be no more than 63 characters

To reproduce

Run preinstall-diagnostics-linux-amd64 against EKS cluster in any other region besides us-east-1 (for some reason, no region there)
