I cannot add an announcement for all users

Create a new announcement, check 'all users'

you can add new permission ( like : send to all )
then if a user has that , it can select which user/s receive the notification otherwise it will sent to itself

add date and time column ( it's better use jalali library for persian date ) to when send notification

after these updates , we can use this plugin as a reminder 💯 - user can add new reminder for special date / time

Add sort to menu in config
