sage-package: Utilities for authoring packages for SageMath

This experimental package provides utilities for authoring SageMath packages:

sage_package.setuptools: utilities for the setup.py. At this stage, just a command for running tests.
sage_package.sphinx: Sphinx theme and configuration to write and render documentation as in Sage.

For an example of use, see http://github.com/sagemath/sage_sample .

Make this into a cookie-cutter package

That would seem to me that main missing aspect of this. By using cookie-cutter, people can easily initialize their own packages from this one by just answering a few basic questions in an interactive prompt.

pypi link is broking

I don't really know where to report it but on https://pypi.python.org/pypi/sage-package/0.0.2 there is a link that reads http://github.com/sagemath/sage-sample but should read http://github.com/sagemath/sage_sample

Add support for live documentation

Better name for the repository and project name?

sage-packaging-tools?

sage-package has the advantage to be short. If we change the name, we should rename the python module accordingly.

Should we plan to eventually merge this into Sage?

Or alternatively, should this become one of the Sage dependencies, moving Sage's sphinx theme here to avoid duplication?
