Remove maximum version pin from module providers

Use Case

Upgrading becomes a lot easier when version pins use the lowest working version, but doesn't pin an upper bound. It is up to the user of the module to pin which version of terraform/providers they use

For example: The pin for Terraform would be >=0.13.0
