Symbol's function definition is void: defvar-local

I've got a warning to inform an error:

Warning (initialization): An error occurred while loading `/home/user/.emacs.d/init.el':

Symbol's function definition is void: defvar-local

To ensure normal operation, you should investigate and remove the
cause of the error in your initialization file.  Start Emacs with
the `--debug-init' option to view a complete error backtrace.

My Emacs version is 23.4.1, and my setting is

(add-to-list 'load-path "home/user/.emacs.d/list/opencl-mode-emacs/")
(require 'opencl-mode)
(add-to-list 'auto-mode-alist '("\\.cl\\'" . opencl-mode)) 

If I commented out the (require 'opencl-mode), the error disappearred while there was no syntax highlighting at all.

MELPA?

Any reason not to have this package on MELPA?

Highlighting is gone when using emacs 27.1

After upgrading to emacs 27.1 there's something wrong with the opencl-mode highlighting: I seem to only get highlighted comments.

It works in emacs 26.3 with the same opencl-mode and .emacs configuration.

opencl-mode version: 20190615.1957

Initialization:

(use-package opencl-mode
  :mode "\\.cl\\'")
