We already have the library-pull-from-base workflow which syncs code from this repository into the downstream repositories that use it as a base.

We also want to add a library-sync-labels workflow which will sync the list of available labels in a downstream repository so that they exactly match the ones in this repository, making it easy to keep consistent labels across all the standard library repositories (and any third-party libraries using this repository as a base).

For third-party libraries who want to opt out of label syncing, we should provide guidance in a comment in the workflow that describes the best way to opt out while maximally avoiding merge conflicts with any future changes to the workflow.
