What is the feature requested?

• Since inkwell needs llvm, the GitHub actions of some tools need to install llvm despite that they don't use inkwell in the source code.
• Hence, it is better to separate inkwell to another repository, so the GitHub actions of related tools are simpler.

Why do we need it?

• Making the setup of related tools easier and it demonstrates the fact that they don't use inkwell.

Any ideas on how to implement or do it?

• Create a new repository for inkwell.

Need to merge the moving basic_block.rs to values to the original Inkwell repo.

So that BasicBlock can also be handled as Value.
