Extract license when unavailable about gimie HOT 3 CLOSED

I will give a try for this - specifically for the GitHub variant first. If that works, I'll move to GitLab.

If possible:

1. Retrieve list of files from provider
2. Match potential license files based on filenames.
3. Download (raw blobs or api) specific license file(s)
4. Match license locally

If this is fast, skip license retrieval from Git provider API and make this the default.

Else:

1. Check if license was returned by git provider
2. if license is missing, clone entire repo and scan for licenses locally

This is likely very slow for large repos and should be an option.
