Get bungee support

I compiled the project from GitHub using Maven with the goal 'mvn clean package install'. Also compiled with 1.14.4 and defined the api later but it really doesn't nor shouldn't matter. Everything was reproducable again after updating.

(This randomly started working again after a reboot, leaving it in though - might be something reloaded to first boot with the plugin)

The punishment log doesn't fill the %reason% placeholder. i.e
2019/09/22 19:53:09 | CONSOLE has forgiven MarkElf for %reason%. vl: 0
2019/09/22 20:00:01 | CONSOLE has punished MarkElf for %reason%. vl: 2

/weload doesn't send any conformation that the plugin has been reloaded. Scratch that, the command doesn't work or reload anything.

/cv doesn't work - unknown command.

You can't /forgive a player that is offline or banned.

Like what cmds to be executed when vl gets to a certain point, and much more.
