Tests: Validate CSV Syntax

Things tend to break if you include commas in the text of your CSV file.

To mitigate this, let's create some tests that check each line of the CSV file only contains 6 commas. We could probably leverage mocha/chai and ts-mocha to run this.

Automation: Convert CSV file to JSON

We want an automated action that runs when the rubric.csv file is changed - it should parse the file into the JSON format and overwrite rubric.json.

We can use the TypeScript infrastructure to write the code and have the action file run it.

Automation: Detect changes to MD or JSON

We want an automated action that checks if the rubric.md or rubric.json files were manually edited - if so, it should comment on the PR and let the contributor know that those files are automatically generated.
