This might be an edge case, but I was trying to use this plugin on a content block created with this plugin https://wordpress.org/plugins/custom-post-widget/ It's a custom post type that has no terms, so $terms = get_terms( $atts ); returns an error.

You might just need a check before trying to loop on $terms

$terms  = get_terms( $atts );


if ( is_wp_error( $terms ) ) {
	return ($terms->get_error_message());
}
