It seems that the module tasked with finding boost (waf_tools/boost.py) still doesn't look at /usr/lib64 (you can see that it is missing from the BOOST_LIBS list in waf_tools/boost.py).

I am not sure where the build error comes from though. It is true that SFERES_CONST is defined as BOOST_STATIC_CONSTEXPR, so if boost wasn't found, BOOST_STATIC_CONSTEXPR could have the wrong value. But both the source files (e.g. ex_ea.cpp) and the header files (e.g. rank_simple.hpp) use the same SFERES_CONST expression, so unless these files find different versions of boost, SFERES_CONST should resolve to the same qualifier.
