I think you have a typo there (reinstall instead of uninstall). You may also want to check if the package is a system package and therefore uninstall it only for the current user (even though it's a single-user device) with pm uninstall -k --user 0 {packageName}

I'd like to start with your work rather than start anew - can you place this under an open source license?
