• Add Ellipsoid class as inheritance from proj.Geod class
• Add coordinate transformations routines
• Add LevelEllipsoid class for the normal gravity field

@MarkWieczorek one way of organizing TODOs for a new release on github is through their milestones feature: https://github.com/SHTOOLS/SHTOOLS/milestones

You can assign issues to a specific milestone (v4.1 in your case) and a nice progress bar is filled when each issue is closed. It's a good way of keeping track of what you want to have done for a release.
