Add new SPARQL-DL query engine support for the OWL API

We are happy to announce the initial release of our SPARQL-DL query engine
that is settled on top of the OWL API. The library is aligned with the OWL 2
standard and adds a SPARQL-DL interface to every OWL API
3 reasoner.

Caching query results

When there are many query results (more than 20), should cache query results 
instead of re-submitting and re-evaluating the query expression all over again.

logging

Add some logging within semantic search, just like existing e.g. advanced 
search logging (what is the query, when was it submitted, who submitted it). 
This will be useful for evaluation.

Migrate from DSpace 1.6.2 to 1.7

Actual development is based on DSpace 1.6.2 and the current production version 
is 1.7. Migrate the source code to work with the latest DSpace version.

Multilingual interface

patch installation: problem to resolve the dspace-semantic-api artifact

What steps will reproduce the problem?
1. get the 1.7.0 source
2. apply the dspace-1.7.0-semantic-search-v2.0_r2.patch on it
3. In [dspace-src] run mvn clean package

What is the expected output? What do you see instead?
I get the following exception:
Unable to find resource 'org.dspace:dspace-semantic-api:jar:1.6.2' in 
repository central (http://repo1.maven.org/maven2)
When I look in the repository inside a browser 
(http://repo1.maven.org/maven2/org/dspace/dspace-semantic-api/1.6.2/dspace-seman
tic-api-1.6.2.jar) I don't see the dspace-semantic-api directory

What version of the product are you using? On what operating system?
I use version 1.7.0 on centos 5.5
