Dynamic exception specifications

Source/NeuralNet/main.cpp does not compile on Linux due to throw(int) in lines 31, 55, 75, 95, and 134. Dynamic exception specifications are no longer allowed in ISO C++17.

Steps to reproduce:
Running Arch, I used the most recent updates of libgsl and cmake available on pacman as of 4/24/2024 19:50 EST. I edited line 20 of Source/CMakeLists.txt to say libgsl.so and libgslcblas.so instead of the .a extensions. Then I followed the build instructions provided in the Linux install guide in this repository

I got it to build successfully after commenting out those throw(int) bits. Not sure what kind of runtime errors this will cause but I will report back with updates.
