So to move away from using mime type will need a little work, but I'll think about a way to do so.
It's mainly used to work out if a given file is text based at the moment, so any suitable replacement for that logic should allow me to remove calls to finfo_file.
- Depend on hoaproject/Mime for mime information.

Apologies, it has been quite busy for me recently. I'm slowly working on the 5.0 branch, refactoring static-review into a single command symfony console application with a configuration file.
As marked, I'm aiming to resolve many of the issues in that release.
I'm happy to accept PR's in the meantime, but I'll be focusing on 5.0.
