Review Vitest Setup and Configuration about skeleton HOT 1 CLOSED

I've made great progress on this! See commit: e0e3159

Notable changes:

• Merged all config into vite.config.js and dropped vitest.config.js. The latter is for test-only overrides
• jsdom is now configured globally, which reduced a ton of boilerplate!
• Was able to drop all afterEach(() => cleanup()); calls at the top of each test set
• Dropped a bunch of unnecessary imports and scaffolding per test
• Fixed a couple type errors from the recent TS config update, which is more strict

Overall this requires a DRAMATICALLY simpler spec file:

I'd advise in a future pass we look to improve and expand on the tests that currently exist. Many are passing, but may not be relevant tests (props that have changed, etc). I've also noted there's a number of components and utilities that do not yet have tests written (ex: Progress Radial, SvgIcon, etc.)
