Only update Route 53 when necessary

Dyn53 currently naively updates the Route 53 record set unconditionally, even if it is not necessary (i.e. the external IP has not yet changed). Ideally, Dyn53 would be less chatty, only sending update requests to Route 53 when necessary.

Support Internet Gateway Device protocol

Supporting the IGD Device Control Protocol can remove Dyn53's reliance on an external service to obtain the external IP address of the network it is running in by querying an IGD-compatible router (arguably the authoritative source of the network's WAN IP) instead.

Dyn53 must be extended to implement an SSDP client to discover IGD device(s) on the network, and then query the WANPPPConnection:1 service it exposes for the value of the ExternalIPAddress state variable.
