Add one test case for SCRED in red-queue-disc-test-suite.cc in traffic-control/test

The current SCRED example is based on ns-3.25, and should be modified to use the logic provided in ns-3.26.

@sourabhjains - Entry for red-vs-scred.cc in examples/wscript is pending.

red.rst in traffic-control/doc should be updated to provide information about SCRED.

@sourabhjains - The test case which was added earlier was not correct.

Please re-write a new test case in red-queue-disc-test-suite.cc

The logic to test is that by adapting maxp, FengAdaptive becomes conservative when traffic load is less, and becomes more aggressive when traffic load is high
