impossible to add spotbugs plugin in Eclipse

I don't understand how to add spotbug eclipse plugin to eclipse 4.7 (or even eclipse 4.16),
If i use the eclipse help menu and Eclipse Marketplace, i have an error message : No deposits found at spotbugs.github.io/eclipse url
if i download from github the zip file for eclipse-latest-master.zip, this package is empty (only README.md file).
I have searched a lot but I don't understand how to find a solution to have a spotbug plugin in eclipse,
Please, could you help me
