How to start the colloquio application

Run mvn clean install to build your application
Start application with java -jar target/colloquio-1.0-SNAPSHOT.jar server config.yml
To check that your application is running enter url http://localhost:8080

Health Check

Support for creation of skills

POST request for creating skills
Form should accept name and description of the skill to be added,
Validations for description to be not null
Proper HTTP error codes to be returned.

Introduce finer roles for access control

Eg Candidates can be registered only by interview panels

To return 404 if the requested skill is not found
To return 500 server error with message of DB not reachable incase of partition outage for database
