I made a plugin for this https://github.com/jeffling/ngmin-webpack-plugin. I tried making a loader but it was really slow, and I only needed to use ngmin if I was going to uglify so it seemed to make sense to make it a plugin.

I also wanted to point out this alternative angular annotator, ng-annotate which is a bit more flexible and covers many idiomatic scenarios not handled by ngmin.
