Load a res file having large icons as 256 * 256, program get's into a repeated message loop

I'm not even sure if the code in this repository is meant to be compilable (I understand that it is mostly meant to not let this valuable code disappear completely).

But if it is:
I am trying to compile it now with Delphi 10 Seattle.
I've downloaded the prerequisites, made sure the compiler can find the source code, then also downloaded Virtual TreeView, and then I get stuck on this error message from the compiler:

Undeclared identifier 'PImageOptionalHeader' in unitPEFile

Is there code missing? Is this due to differences between Delphi versions?

Hello, what license is the program distributed under? It is not specified in the source code, nor in the program, nor on the project page. There is no such information anywhere. Please write it down, because without this information, the use of this program can cause problems with law enforcement agencies in some countries.

Just in case somebody else tries to compile and gets the same problem as described below: These files are available in the prerequisites branch of the repository and must be downloaded separately.

The ResourceEditorComponents100 package refers to three other packages:

• LowLevel100
• ResourceUtils100
• ImageTypes100
  which are not available in the sources.
  (I downloaded the ZIP file on 2016-08-06.)
