Need to modify 2008 ipython notebook transform script to correct this

The Alaska state total votes are repeated. Alaska does report the votes by precinct at http://www.elect.alaska.net/ You can produce totals for each borough (Alaska uses boroughs instead of counties) from the precincts or you can use the precincts for now. The states of Alaska and Hawaii usually require an additonal step in the visualization process.

Transformed data in output for year 2000 needs FIPS codes state + county added as a column. Already has state FIPS codes

This needs change needs to be made to the ipython notebook for transforming year 2000 data.

Need to add plot limits for percentages so that you can compare plots of different elections with each other.
R scripts need a limit(0,100) added to the color scale of the plot.
