When a citizen scientist submits their answer, we need a way to show how those answers compare to someone else in the community. This ticket can be broken out by annotation type (concept ID, concept normalization, relationship definition).

In #6, I commented out several of the advanced features (e.g. categories, free text notes). Here let's bring them back but only show them if a specific flag is set in the user's local storage (e.g. spanForm.showCategories).

Also disable the forward/backward document browsing in header.

Control whether user is able to access normalization and relationship identification features (in addition to default concept identification).
