In P3 I also see a 9-second initial delay loading the background imagery if it is set to OS OpenData StreetView, I see a longer initial delay loading Bing imagery, but again none with Esri.
This isn't a cache thing here - it's repeatable with each imagery type.

This problem doesn't survive a reboot, so nothing to investigate remotely. Still not sure what was going on.

Oddly (after just waiting 5 hours) the problem has reoccured, but switching to a different wifi network and back fixed it.
