Automatic Software Upgrade Feature not Working

When I select for a file to be used for a software upgrade the switch being provisioned throws this error.

*Dec 13 09:20:49.472: %SYS-3-USERLOG_ERR: Message from tty73(user id: ZTP): "%Error opening http://x.x.x.x:8080/file/uploaded/cat9k_iosxe.17.10.01.SPA.bin (I/O error)"

I have verified that the switch (Cisco 9300-48p-A) is able to download the image via this command:
copy http://x.x.x.x:8080/file/uploaded/cat9k_iosxe.17.10.01.SPA.bin

I have also attempted to do this with version 17.6.4

Here is the log file that the application provided while provisioning:

Banner MOTD - Parser error

Banner MOTD fails to configure from both the "CLI" or "template" methods available in this script. The failed to parse error occurs after the banner motd command, when the first line of the motd is entered. Is this not something the script supports?

CLI Method:
switch# banner motd ^ <--- No error

Banner Text  <-- Failed to parse error
Banner Text  <-- Failed to Parse error

^            <-- Failed to Parse error

Template Method:
switch# banner motd ^ <--- No error

$bannerline1        <-- Failed to parse error
$bannerline2        <-- Failed to parse error

^                   <-- Failed to parse error
