Rename "Record-level terms" to "Work-level terms" about ac HOT 4 CLOSED

If the reference to Record means the entire AC record, this would include the 
access level information. Therefore the term "record" does not properly capture 
the distinction between access level and generic level

* Access metadata
but: abstract is not easy to understand for non-programmers

Although long, the best may be:
Representation-independent metadata
versus
Representation-dependent metadata

At this writing, Gregor and I have made this issue moot by simply making 
hasAccessPoint be a Management Vocabulary term and, in its section header 
commentary, mentioning that the Access Point Vocabulary term values all are 
dependent on a specific digital representation.  By contrast, all the other 
Vocabulary's terms are independent of any such representation.
